Praises Interim Chief Kenny Howell for ‘Steadfast Leadership’ During Transition Period
Hartford, CT – Mayor Arulampalam today announced he will appoint Tyrell J. McCoy as the next Chief of Police for the City of Hartford. McCoy is currently Police Captain in the Command Inspections Bureau at the Philadelphia Police Department and will bring a wealth of experience to the role spanning nearly two decades of service in law enforcement. In making the appointment, Arulampalam said Captain McCoy will carry forward important city initiatives, including a model of community policing and violence prevention, and also thanked interim Police Chief Kenny Howell for his dedicated service to the City and Police Department.
Captain McCoy comes to Hartford with an impressive background in law enforcement, previously serving as Police Captain and Commanding Officer in the Philadelphia Police Department covering the 9th District, which is home to more than 180,000 city residents. His career highlights include implementing data-driven policing techniques, fostering departmental collaboration, and achieving significant reductions in violent crime. Prior to serving in the Command Inspections Bureau at the Philadelphia Police Department, Captain McCoy held several other positions at the department, including as Commanding Officer in the Recruitment and Investigations Unit.
Mayor Arulampalam expressed enthusiasm about this historic appointment, stating, “We are thrilled to welcome Captain McCoy to Hartford. Upon accepting the position, Captain McCoy said, “I am honored and excited to serve as Hartford’s new Chief of Police. Together, we will build on the department’s strengths and implement innovative strategies to address the challenges facing our city.”
Arulampalam also extended his gratitude to Interim Chief Kenny Howell, saying “The City of Hartford owes Chief Howell a debt a gratitude for his steadfast leadership during this transition period, and for his many years of excellent service prior. He has helped move the Department forward on numerous critical initiatives in recent months, and we are very thankful for his leadership.”
Captain McCoy holds a bachelor’s degree in business administration from Holy Family University and a master’s degree in business administration from Eastern University. He has completed executive management training at Northwestern University’s School of Police Staff and Command and is a graduate of the FBI National Academy.
Under Captain McCoy’s leadership, the Hartford Police Department will continue to enhance its services, strengthen community partnerships, and maintain the highest standards of professionalism and integrity. The nomination will be presented to the Hartford Court of Common Council at the February 10th meeting.
